Europe experienced widespread relief on Monday, as the tension triggered by the announcement of a new 28-point plan for resolving the conflict appeared – temporarily – to have been defused. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Negotiation and Warfare
The succession of conflicting incidents captured the harsh reality of the recent timeframe. By day, political struggles are fought: hopeful statements are released from different nations. Significant resources is devoted on restraining certain initiatives. By night, Russian leadership brutally reminds the world that, for them, war remains the main instrument for achieving "settlement".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor rocket firings from Russian territory, a ability afforded by current data. From observation points, defense planes that had been dispatched to counter approaching aerial threats streaked across the sky – sophisticated military planes supplied to Ukraine by Western partners.
Moments later, Kyiv's missile defense engaged: multiple launches deployed against a Russian ballistic missile. This was a sophisticated defense system at work, most likely supplied through Western nations. Every launch shakes the surroundings, causing tremors. The brief panic quickly transforms into resigned acknowledgment: perhaps the incoming missile won't strike its target this time, preventing destruction from ruin and another blackout.
Ongoing Risks
Following this, a large-caliber weapon engaged a drone somewhere nearby, part of a mobile-fire group – almost certainly allied-provided weaponry. Unfortunately, the projectiles didn't strike the opposing UAV – it continued its flight toward its destination.
Intermittently, this persisted until dawn. Kyiv faced the daybreak reports: several casualties, damage and heating outages in multiple buildings as a result of the evening attack. As typically, everyone still maintained normal activities – experiencing conflict. But those 24 hours demonstrated Ukraine's vital need on Western support – a need that neighboring countries are evidently unprepared to replace in the immediate future.
Ineffective Peace Efforts
The 28-point plan from Washington sparked intense emotion, controversy and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.
Every new approach from US leadership unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually secure success. This cycle will, undoubtedly, endure.
Political Considerations
It is tempting to accuse particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. Washington operates on a premise well known to seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The White House believes that it is unfeasible to compel Moscow to relinquish the territory that it presently holds in Ukraine's occupied territories.
The issue is that while acknowledging this situation, American administration does nothing to prevent Kremlin actions, through statements or actions, from assuming that the current condition will not evolve additionally in its advantage in the coming year.
Conflicting Perspectives
Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their incentive to agree to terms that does not give them the greatest potential benefit is close to zero. There may be many attempts to end hostilities, but they will carry on as long as Russia's government remains supremely confident in the result.
On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding lives and land but averting a complete military breakdown until circumstances change in its benefit.
Existing Situation
Factually, there are no genuine requirements for a truce. Now, personal considerations are becoming relevant: leadership ambitions to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unworkable, so that their focus does not switch to homefront challenges. And although their mission will now be much harder after current events, it remains highly unlikely that this will change their overall approach.
These two forces are influencing discussions.
Conclusion and Outlook
It took a just a single week to terminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, current information leaks, all served their function.
While new proposals based on old ideas are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect certain reluctance to alter the situation, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, mainly require ongoing international assistance.
