The Former President's Progressive Alarm Overlooks The Continent's Real Danger: Technological Stagnation.

The recent US security policy document offers a flawed assessment of the European Union. It claims that unrestrained immigration and so-called "progressive" policies pose an grave risk to European civilization. However, this argument rests on a fundamental misreading of the situation. The actual danger confronting Europe is not cultural but technological and economic lag.

The Stark Growth Divide Between Europe and the US

Statistics paint a sobering picture. From 2008 and 2023, US GDP grew by 87%, while a mere 13.5% growth for the European Union. Over this period, European income per person fell from over three-quarters to just 50% of the US level. Remarkably, even the poorest US state now has a greater average income than several leading EU nations like France and Italy.

Today, roughly half of the global top fifty tech companies are US-based, while a mere four are European.

The Innovation Shortfall: The Core Question

The growing economic gap stems from stronger efficiency gains in the US, largely due to technological innovation and higher total factor productivity. The scene of world technology dominance is overwhelmingly American. Over the past fifty years, hundreds of American startups have scaled into enterprises valued at more than ten billion dollars, compared with only fourteen in Europe.

This gap raises a pressing issue: As the competition for future industries like semiconductors, AI, and fusion energy, where does the EU stand? Experts widely agree it is essentially a two-horse race involving the US and China, with Europe starting at a clear disadvantage.

Root Causes of Europe's Technological Lag

Several major reasons account for this innovation chasm.

  • Venture Capital: The US boasts a much more robust and agile system for financing new ventures. Europe has yet to establish a genuine unified investment market, a factor that caps the scale of new firms.
  • Regulatory Fragmentation: Complex and divided regulation hamper European business. A US startup can launch a service under a single regulatory framework to access a market of over 330 million. The European Union, despite a bigger population, is divided among 27 separate systems, creating huge market obstacles.
  • Mindset Differences: Attitudes toward risk-taking vary greatly. In parts of Europe, business failure was historically viewed with penalties, whereas in the United States, it is often considered a badge of experience.
  • Military Investment: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. Europe's long-term lack of spending in defense has weakened its capacity for breakthrough innovation.

The Road Ahead: Reasons for Cautious Optimism

Despite these challenges, there are causes for hope. Policymakers are increasingly aware of the existential challenge and have started to advance serious reform. Notable reports on European competitiveness and the single market point to the necessity of sweeping reforms.

Given appropriate policies and regulatory reforms, these assets might enable much higher degrees of business-led breakthroughs.

The continent still possesses significant advantages: high-quality human capital, top-tier education systems, and world-class research institutions. Alongside a vast domestic consumer base and high savings rates, these elements have the potential to unleash a surge of venture creation.

Importantly, even if the EU does not take the lead in creating next-generation technologies, it can still dramatically boost economic output by implementing and tailoring innovations from elsewhere.

An Inflection Point

Europe now stands at a decisive moment. To paraphrase a famous line, decline often happens "slowly, then all at once". To date, the continent's slide in innovation has been steady. But, without decisive action to tackle its structural weaknesses, today's gradual weakening could turn into a sudden and irreversible loss of world influence.
